Estonia

Eva Sula is an independent defence and digital capability strategist working across NATO, European, and allied defence ecosystems. Her work focuses on one of the central challenges facing modern defence: transforming innovation into deployable, scalable, and operationally relevant capability. She advises governments, defence organisations, industry, and innovators on capability development, interoperability, AI adoption, autonomy, cyber resilience, digital sovereignty, and operational integration. Eva brings a rare combination of public sector, cybersecurity, defence, and emerging technology experience. She previously served as Chief Information Security Officer for the Estonian Ministry of Education and for the Estonian Government Cloud, contributing to national cybersecurity, resilience, cloud governance, and digital transformation initiatives. Earlier in her career, she worked with Microsoft and Cisco on secure cloud adoption, cybersecurity, and digital modernisation across the Baltic region. Today, she works across defence transformation, multidomain operations, AI and autonomous systems, C4ISR, digital backbones, electronic warfare resilience, and capability adoption. She is particularly known for connecting operational realities with technological possibilities, helping organisations move beyond experimentation towards sustainable and mission-relevant capability. Eva actively contributes to NATO-aligned and European defence innovation ecosystems through mentoring, advisory, speaking, and ecosystem-building roles. She is a regular speaker, moderator, writer, and contributor on defence innovation, interoperability, cyber resilience, AI in defence, and the future of European security. Her work increasingly spans the intersection of defence, cyber, resilience, and space, where interoperability, integration, and trust are becoming decisive strategic advantages.
